Ну, мне сначала пришел в голову бурбон как алкогольный напиток. Но википедия подсказывает, что такое имя была дано этой улицы в честь династии французских королей.

По поводу почему, опять же из википедии: Bourbon Street (French: Rue Bourbon) is a famous and historic street that runs the length of the French Quarter in New Orleans, Louisiana. When founded in 1718, the city was originally centered around the French Quarter.
